    The East Tennessee Human Resource Agency is a premier service agency, successfully operating a regional management system with employees who are trained and empowered to deliver exceptional services to every customer every time.
    Customers include elected officials, local and state governments, community and business leaders, program recipients, and employees. ETHRA is committed to an unwaivering promise of quality, with each team member being an equal contributor for success.
    Consistent development and delivery of social service and economic related programs with dedicated, caring employees has been ETHRA's mission since the Agency was established in 1974. This regional delivery system was designed to operate in partnership with the Tennessee General Assembly and local officials in the 16 county region known as East Tennessee.
    ETHRA has matured into a multi-dimensional Agency with a wide range of services that utilize funds from federal, state and local sources. Still other programs are self-supporting utilizing customer fees. Programs are designed to meet the needs of this region and implemented to provide families and individuals with opportunities to succeed.
    ETHRA is about real people… people from all corners of our communities and from all walks of life… people who need help and those who give it… people who care and share and give back to their community… people who work hand in hand with friends and neighbors.
