Ryan White Insurance Assistance Program

ETHRA is the CDAA (Consortia Designated Administrative Agency) for the East/Northeast Tennessee Region. The Insurance Assistance Program (IAP) is not an entitlement service. It is a plan that covers out of pocket expenses, related to health coverage. It currently covers premiums, deductibles and co-payments for eligible HIV/AIDS clients in the State of Tennessee.

Eligibility

Eligibility is determined by the Medical Care Managers by applying standards established by U.S. Department of Health and Human Services under the Ryan White Comprehensive AIDS (CARE) Act and the Tennessee Department of Health. The applicant must be medically diagnosed as HIV positive, a resident of one of the 24 counties served by the East/Northeast Tennessee Ryan White Title II Consortium, have a household income of less than 300% of the FPL (federal poverty level) and be a current insured person under an “adequate” health coverage policy.

Goals

  1. To pay insurance premiums to private insurers so that the cost of care and treatment will not shift from private companies to TennCare.
  2. To pay deductibles and co-pays to providers of medical goods and/or services to increase access to care and treatment.
  3. To maintain continuity with medical providers under the client’s policy of insurance so that there is no disruption in service provided in care and treatment.

Explanation of Services

To maintain private and public insurance for eligible HIV/AIDS clients in order to maintain existing health care coverage to avoid shifting of cost to the public system or the Ryan White Title II Medical Services and HIV Assistance Programs.
