Local Workforce Development Board


Local Workforce Development Board for Area 4


The principal office of the Board shall be located at 9111 Cross Park Drive, Suite D-100, Knoxville, Tennessee 37923.  The Board may have such other offices, either within or without the State of Tennessee, as the Board of Directors may designate or as the affairs of the Board may require.


This LWDB is established for the purpose of implementing Section 106 of the Workforce Innovation and Opportunity Act of 2014 and the Tennessee Workforce Development Act of 1999 and subsequent legislation and the LWDB and its activities should be consistent and in accordance with the Laws. The purpose of this body is to provide policy guidance and exercise oversight with respect to activities under the Workforce Investment Act of 1998 and the Workforce Innovation and Opportunity Act of 2014 and the Tennessee Workforce Development Act of 1999 and subsequent legislation and in partnership with the units of local government for the Local Workforce Development Area 4 (LWDA 4). The Board is organized and shall be operated exclusively for charitable, scientific, literary and educational purposes by assisting to increase the employment opportunities, job retention, occupational skills attainment and earnings of eligible individuals, and as a result, improve the quality of the local and area wide workforce, reduce welfare dependency, and enhance the productivity and competitiveness of the LWDA listed in the following paragraph.

In furtherance of such purposes, the Board intends to operate in the Local Workforce Development Area 4, established by the Governor of the State of Tennessee, encompassing Anderson, Blount, Campbell, Cumberland, Loudon, Monroe, Morgan, Roane and Scott counties of Tennessee.

The Board is authorized to:

(a)   Develop the Local Plan and Regional Plan

(b)  Set policy within LWDA

(c)   Conduct an analysis of the economic needs and skills for the area and the region

(d)  Identify partnerships with entities and other resources that can assist in fulfilling the needed services to support workforce development activities and leverage funds and activities

(e)   Promote employer engagement that reflects existing and emerging employment opportunities, promote partnerships with employers to use the local workforce system to support economic growth, and develop and implement proven strategies that the skilled workers that the employers need

(f)    Work with representatives of education to develop and implement career pathways for all participants, including those with barriers, to lead to employment in demand occupations

(g)   Identify proven and promising practices to meet the needs of employers and participants, including participants with barriers

(h)  Conduct oversight of the one-stop delivery system

(i)    Develop strategies to utilize technology to maximize accessibility and effectiveness for the local workforce system for employers, workers and all jobseekers, including resources for individuals with barriers

(j)    Negotiate local performance measures

(k)   Designate or certify one-stop operators

(l)    Selection of Operators and Providers

a.      One-Stop Operators

b.     Youth Providers

c.      Identification of Eligible Training Providers

d.     Identification of Eligible Providers of Career Services

e.      Identification of a sufficient number of providers for services to individuals with disabilities and adults in need of adult education and literacy activities, in order to allow consumer choice

(m)Coordination with Education Providers

(n)  Budget and Administrative

(o)  Accessibility for Individuals with Disabilities

(p)  Develop a budget for carrying out the duties of the LWDB

(q)  Conduct business in an open manner by making available to the public information about the activities of the LWDB.

(r)   Respond to monitoring findings

(s)   Perform any and all other duties required of the Board, by the duly authorized Chief Elected Officials for the counties within the LWDA or by the Governor of the State of Tennessee acting pursuant to, 29 U.S.C. Section 3101, et Seq., the Workforce Innovation and Opportunity Act of 2014, and any subsequent legislation.
